About The Fostered

A public systems innovation laboratory for youth impacted by foster care.

The Fostered is a 501(c)(3) nonprofit organization based in San Antonio, Texas, working to transform how young people impacted by the foster care system understand, navigate, and improve the public systems meant to serve them. We are not a service provider in the traditional sense. We are a public systems innovation laboratory — combining lived experience, technology, implementation science, and legislative reform to build the infrastructure for a continuously learning child welfare ecosystem.

Our flagship tool is SaySo, a digital advocacy, reporting, and navigation platform hosted on this website. SaySo meets young people the moment they know "something happened" and helps them move from experience to understanding to action. It guides users through a trauma-informed, conversational intake that classifies their concern, maps it to the rights and standards that protect them, suggests evidence to gather, identifies who is responsible and who can help, and produces structured, documented records they can use to advocate for themselves. Built-in tools turn those records into formal complaints, chronological case timelines, and actionable next steps.

SaySo is built for the people most directly impacted — youth and young adults in or aging out of foster care — and for the supportive adults around them, including advocates, teachers, coaches, CASA volunteers, and community members who often cannot tell whether a situation warrants a report or how to make an effective one. A second pathway helps concerned adults identify concerns, organize information, and connect to child protection resources, while a third helps former foster youth navigate housing, education, benefits, healthcare, and employment as they transition toward adulthood.

The Fostered is built and governed by a team that centers youth voice in every design decision, grounded in trauma-informed practice, plain language, and a commitment to action over information. Our work is informed by federal litigation, Texas child welfare reform, and the Better Futures for Foster Youth Policy Toolkit, and is sustained by philanthropy, government innovation, and research partnerships. Every interaction with the platform feeds back into the system — turning lived experience into evidence, evidence into policy, and policy back into improved experience.
